That later became the Clean Air Act, later amended as the Clean Air Act Amendments of 1990.The National Commission on Environmental Quality had also recommended changing the way the federal government counted pollutants, from parts per million (ppm) to parts per billion (ppb). Because of this, and Reagan's concern over the environment, the NEPA mandated that the EPA should also count the above-ground parts of a product, rather than the air.Reagan's efforts to make the EPA more knowledgeable about the environment are still very important today. The work of the EPA remains crucial and even essential in protecting our air and water, but it cannot continue without input f rom the research community.
